New Charter
New Charter Group is a social landlord with 19,500 homes. The Group consists of New Charter Homes based in the Greater Manchester area, Gedling Homes in Nottingham and Aksa Homes in Oldham.
The Central Estate is a neighbourhood in Dukinfield, Tameside. The area is subject to higher than average levels of crime and anti-social behaviour. Throughout 2015-2016 there were a total of 73 cases of anti-social behaviour which were dealt with by Neighbourhood Coordinators or Neighbourhood Enforcement Officers.
The Neighbourhoods team is committed to reducing these rates through their community outreach work. They also understand the need for security systems such as CCTV monitoring both to act as a deterrent and to assist with evidence gathering in instances of crime or ASB.
Their incumbent system had become outdated and not fit-for-purpose as the images they produced were not clear enough to register number plates or to recognise the faces of fly-tippers, criminals or perpetrators of ASB.
Challenge
To provide a security package to monitor the anti-social behaviour of tenants on the Central Estate in Dukinfield as well as to replace existing domes with PTZ (Pan/Tilt/Zoom) Dome cameras, and upgrade existing bullet cameras. New Charter Homes tendered for this programme of work, which also included upgrading the recording facilities within the local office.
